Prevention Gap Measurement

The prevention gap is treated as an interval, not a slogan. This work develops transparent coding rules for the first credible warning, the first authorized response and the first financing attached to a named risk.

  • When is a response substantive enough to close the gap?
  • How should unresolved and never-financed warnings be reported?
