Devolution of climate responsibility has run ahead of devolution of the means to discharge it. The pattern recurs across income levels: a national framework assigns adaptation duties downward, the accompanying finance stays on an annual national cycle, and the technical staff needed to interpret hazard data were never hired at the municipal level.
The result reads publicly as a failure to prepare. It is more usefully read as two separable gaps with two different remedies — one about where enforcement capacity sits, the other about the mismatch between a disbursement cycle and an infrastructure lead time. Only the second is a money problem.
