Somalia is where the anticipatory-versus-reactive distinction stops being academic. Warning arrives, is understood, and is frequently not funded until the emergency it predicted has already begun. In February 2026 the national food and nutrition preparedness plan was activated for the first time since its creation — a shift from warning to crisis procedure, and a marker of how late in the sequence money moves.

The scale is documented rather than inferred. IPC and UN reporting project 6.5 million people facing severe hunger, with 1.84 million children facing acute malnutrition; the World Bank estimates 2025 growth at 3 percent against a backdrop where climate, security and aid risks dominate the outlook.

Four analytical communities each count something different. Security coverage counts territory, humanitarian coverage counts needs, climate research models shocks, development analysis measures institutions. The bridge between them is local adaptive capacity — municipal finance, water governance, remittances, pastoral markets, community protection — which is the layer that has to keep functioning across all four.
